We assume it\u2019s a good thing, that a\u00a0<a href=\"https:\/\/www.whitehouse.gov\/cea\/written-materials\/2024\/01\/25\/q4-gdp-advance-estimate-context-for-todays-strong-report\/#:~:text=Over%20the%20full%20year%2C%20real,net%20exports%2C%20and%20easing%20inflation.\" target=\"_blank\" rel=\"noopener\">2\u20134 percent increase<\/a>\u00a0in GDP is beneficial to all. Likewise, we hear that our communities are growing, and we see a 2\u20134 percent increase in population as reasonable and benign. Meanwhile, visionary community leaders are busy planning for a steady feed of single-digit annual growth. So we\u2019re in good hands, right?<\/p>\n<p><img decoding=\"async\" class=\"wp-image-229242 aligncenter\" src=\"https:\/\/steadystate.org\/wp-content\/uploads\/new-townhomes-300x221.jpg\" \/><\/p>\n<p id=\"caption-attachment-229242\" class=\"wp-caption-text\" style=\"text-align: center;\"><em>Too often, new homes claim farmland. (<a href=\"https:\/\/www.flickr.com\/photos\/smart_growth\/6124619040\" target=\"_blank\" rel=\"noopener\">Brett VA<\/a>,\u00a0<a href=\"https:\/\/www.flickr.com\/photos\/smart_growth\/6124619040\" target=\"_blank\" rel=\"noopener\">Flickr<\/a>)<\/em><\/p>\n<p>But what the news reports miss is that any steady rate of growth is an exponential function that contains within it a knowable\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Doubling_time\" target=\"_blank\" rel=\"noopener\">doubling time<\/a>. Suppose a reporter added this: \u201cCounty officials say that at 3.4 percent growth annually, our county will\u00a0<em>double<\/em>\u00a0in population in just over 20 years.\u201d Would this capture our attention? Would we respond differently? A\u00a0<em>doubling<\/em>\u00a0of population, of water demand, of schools needed, of traffic! And what about taxes?<\/p>\n<p>Suppose the reporter further spelled out the meaning of this growth. \u201cDevelopers are proposing new housing tracts on the farmland just outside town. If trends continue, the radius of our city will double in two decades.\u201d The intrepid reporter continues: \u201cDoubling the radius of Central City will\u00a0<em>quadruple<\/em>\u00a0the built area of our community!\u201d Now the mind is reeling. Time to pull the car over.\u00a0<em>What are these county leaders thinking?<\/em><\/p>\n<p>The reporter might also note that the\u00a0<a href=\"https:\/\/www.pnas.org\/doi\/10.1073\/pnas.1504033112\" target=\"_blank\" rel=\"noopener\">expansion of our built environment<\/a>\u00a0is doing measurable harm to\u00a0<a href=\"https:\/\/news.gallup.com\/poll\/397286\/poor-life-ratings-reach-record-high.aspx#:~:text=Life%20Evaluations%20of%20U.S.%20Adults&amp;text=Trend%20from%202008%20to%202022,rated%20their%20lives%20this%20poorly.\" target=\"_blank\" rel=\"noopener\">our environment and quality of life<\/a>. Two examples: The USA is\u00a0<a href=\"https:\/\/finance.yahoo.com\/news\/us-lost-1-9-million-165146521.html#:~:text=America%20had%20an%20estimated%202%2C002%2C700,1.8%20million%20acres%20per%20year.\" target=\"_blank\" rel=\"noopener\">losing farmland<\/a>\u00a0at a rate of 1.8 million acres per year. And more than 40 percent of groundwater wells in the U.S.\u00a0<a href=\"https:\/\/www.nytimes.com\/interactive\/2023\/08\/28\/climate\/groundwater-drying-climate-change.html\">are declining faster<\/a>\u00a0than they are recharged. It seems growth is not so benign after all.<\/p>\n<p>Local communities need more than ever to safeguard their own life-support systems by\u00a0<a href=\"https:\/\/steadystate.org\/what-makes-a-county-great\/\">taming growth<\/a>\u00a0and retrofitting existing dwellings and neighborhoods to respect limits. This requires reality-based community planning, typically reflected in a fundamental document: the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Comprehensive_planning\" target=\"_blank\" rel=\"noopener\">comprehensive plan<\/a>. A comprehensive plan has long been the means to regulate development in an orderly fashion. Now it must evolve to help towns and cities live within\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Planetary_boundaries\" target=\"_blank\" rel=\"noopener\">limits set by nature<\/a>.<\/p>\n<h3>The Evolution of Community Planning<\/h3>\n<p>Most counties and cities within the USA have\u00a0<a href=\"https:\/\/steadystate.org\/growth-battles-in-chittenden-county\/\" target=\"_blank\" rel=\"noopener\">a long-range plan<\/a>\u00a0that anticipates urban expansion. The Comprehensive Plan (sometimes referred to as a \u201cGrowth Policy Plan\u201d) was developed\u00a0<a href=\"https:\/\/www.planning.org\/timeline\/\" target=\"_blank\" rel=\"noopener\">early in the twentieth century<\/a>\u00a0as the need for universal community planning became clear. At that time growth was expected and invariably desired. Growth promised more of everything, including tax revenue for local government. Comprehensive plans promised an ordered development by zoning for specific uses and building public infrastructure to serve them.<\/p>\n<p><img decoding=\"async\" class=\"wp-image-229243 aligncenter\" src=\"https:\/\/steadystate.org\/wp-content\/uploads\/urban-model-300x200.jpg\" sizes=\"(max-width: 450px) 100vw, 450px\" \/><\/p>\n<p id=\"caption-attachment-229243\" class=\"wp-caption-text\" style=\"text-align: center;\"><em>Visions are exciting, but boundaries matter, too. (<a href=\"https:\/\/www.flickr.com\/photos\/asirap\/\" target=\"_blank\" rel=\"noopener\">Parisa<\/a>,\u00a0<a href=\"https:\/\/www.flickr.com\/photos\/asirap\/\" target=\"_blank\" rel=\"noopener\">Flickr<\/a>)<\/em><\/p>\n<p><a href=\"https:\/\/steadystate.org\/approaching-the-energy-cliff\/\" target=\"_blank\" rel=\"noopener\">Cheap energy<\/a>\u00a0helped create cheap transportation, which encouraged physical expansion and accelerated the conversion of farmlands and wildlife habitats into housing tracts and strip malls. This post-World War II conversion was lamented not only by conservationists, but by urbanists of the day, who foresaw the drawbacks of sprawl such as pollution, traffic congestion, and social isolation. The manifest problems of sprawl began to be recognized widely in the late twentieth century. In response, \u201c<a href=\"https:\/\/www.ocva.org\/docs\/Myth_of_Smart_Growth.pdf\" target=\"_blank\" rel=\"noopener\">smart growth<\/a>\u201d was promoted to ameliorate the worst effects of unimpeded expansion.<\/p>\n<p>At about the same time, comprehensive plans began to incorporate broader themes, including community vision and values, retention of community character, the value of ecological services, and quality of life.\u00a0<a href=\"https:\/\/readingroom.law.gsu.edu\/jculp\/vol5\/iss1\/25\/\" target=\"_blank\" rel=\"noopener\">This expanded view<\/a>, while reflected in only a minority of comprehensive plans, laid the groundwork for challenging the growth mandate. It advances the \u00a0public good not just via quantitative metrics of physical material or GDP, but also through the use of measures of human wellbeing. It enables questions such as, \u201cWhat is the optimal size of our community?\u201d<\/p>\n<h3>A Path to Real Sustainability<\/h3>\n<p>Municipalities and counties that envision quality of life beyond simple growth metrics have often\u00a0<a href=\"https:\/\/steadystate.org\/housing-policy-an-agent-for-growth\/\" target=\"_blank\" rel=\"noopener\">incorporated the concept of sustainability<\/a>\u00a0into their planning documents. Supposedly sustainability is achieved at the intersection of the\u00a0<a href=\"https:\/\/steadystate.org\/the-imperative-and-peril-of-density\/\" target=\"_blank\" rel=\"noopener\">environmental, social equity, and economic dimensions<\/a>\u00a0of community life.<\/p>\n<p><img decoding=\"async\" class=\"wp-image-229269 aligncenter\" src=\"https:\/\/steadystate.org\/wp-content\/uploads\/two-visions-of-sustainability-300x119.png\" \/><\/p>\n<p id=\"caption-attachment-229269\" class=\"wp-caption-text\" style=\"text-align: center;\"><em>Partial and more accurate visions of sustainability, respectively. (<a href=\"https:\/\/www.e-education.psu.edu\/eme504\/node\/675\" target=\"_blank\" rel=\"noopener\">Penn State<\/a>)<\/em><\/p>\n<p>While helpful in some contexts, this intersectional approach to planning allows \u201csustainability\u201d to be acknowledged while denying any need for limits on economic expansion. This denial is never made directly but in a workaround fashion. For example, the\u00a0<a href=\"https:\/\/www.planning.org\/\" target=\"_blank\" rel=\"noopener\">American Planning Association<\/a>\u00a0professes a\u00a0<a href=\"https:\/\/www.planning.org\/publications\/document\/9210766\/\" target=\"_blank\" rel=\"noopener\">concern about climate<\/a>\u00a0change but endorses \u201csmart growth\u201d adaptations to address the climate threat, despite the obvious and\u00a0<a href=\"https:\/\/www.ipcc.ch\/site\/assets\/uploads\/2018\/03\/sres-en.pdf\" target=\"_blank\" rel=\"noopener\">long-documented relationship<\/a>\u00a0of greenhouse gas emissions to GDP.<\/p>\n<p>A fundamental requisite of a steady-state comprehensive plan is to acknowledge that human economies are subsidiary to the biosphere. Therefore, local plans should incorporate limits that preserve biocapacity for humans and our fellow species. This is explicitly described in the ordered hierarchy of sustainability, in which the economy is embedded in society, which in turn is\u00a0<a href=\"https:\/\/www.corrconcepts.com\/sustainability-101\/what-is-sustainability\/\" target=\"_blank\" rel=\"noopener\">nested<\/a>\u00a0in the environment. It should appear in the introduction to the comprehensive plan. An example would be the Bloomington, Indiana Comprehensive Plan\u00a0<a href=\"https:\/\/bloomington.in.gov\/sites\/default\/files\/2018-04\/Final%20Council%20Amended%20CMP%20%20Web%202.pdf\" target=\"_blank\" rel=\"noopener\">Executive Summary<\/a>:<\/p>\n<blockquote><p>\u201cOur community has resolved to do our share to protect the biosphere, and critical to this protection is recognizing that infinite growth is neither possible nor desirable in a finite world.\u201d<\/p><\/blockquote>\n<p>The most basic obligation of local government is the\u00a0<a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/009614429802400601\" target=\"_blank\" rel=\"noopener\">health, safety, and welfare<\/a>\u00a0of the community. Meeting this obligation requires a stable climate, productive and regenerative food systems, and biodiversity conservation. Protecting these natural assets necessitates limits to growth of the built environment.<\/p>\n<p><a href=\"https:\/\/steadystate.org\/what-makes-a-county-great\/\" target=\"_blank\" rel=\"noopener\">Integrating real sustainability<\/a>\u00a0in a community\u2019s comprehensive plan requires taking into account the carrying capacity of land under community control. It also requires impact measures such as ecological footprint analysis that describe impacts relative to the biocapacity of the area. Carrying capacity and impact analysis represent important inputs to the design of a\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Zoning_in_the_United_States\" target=\"_blank\" rel=\"noopener\">zoning code<\/a>\u00a0to limit growth.<\/p>\n<h3>A Framework for a Plan<\/h3>\n<p>Modern comprehensive plans begin with a\u00a0<a href=\"https:\/\/www3.uwsp.edu\/cnr-ap\/clue\/documents\/publicprocesses\/using_visioning_in_comprehensive_planning_process.pdf\" target=\"_blank\" rel=\"noopener\">vision statement<\/a>\u00a0for the community followed by a summary of the plan and the relevant chapters for its implementation. A vision for a county intending to create a steady state economy would acknowledge limits to the GDP growth of the county and to its physical expansion. This vision could be affirmed in a statement\u2014perhaps a \u201cDeclaration of Limits\u201d\u2014by the elected representatives of the county or municipality and adopted by the county commissioners or the city council.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-229250 size-medium aligncenter\" src=\"https:\/\/steadystate.org\/wp-content\/uploads\/Plan-Ithaca-300x115.png\" alt=\"Logo of Plan Ithaca.\" width=\"300\" height=\"115\" aria-describedby=\"caption-attachment-229250\" \/><\/p>\n<p id=\"caption-attachment-229250\" class=\"wp-caption-text\" style=\"text-align: center;\"><em>Plan Ithaca. (Ithaca, New York:\u00a0<a href=\"https:\/\/www.cityofithaca.org\/165\/City-Comprehensive-Plan\" target=\"_blank\" rel=\"noopener\">Vision for Our Future<\/a>).<\/em><\/p>\n<p>A steady-state comprehensive plan would then focus on preserving the county\u2019s\u00a0<a href=\"https:\/\/seea.un.org\/content\/natural-capital-and-ecosystem-services-faq\" target=\"_blank\" rel=\"noopener\">natural capital<\/a>,\u00a0<a href=\"https:\/\/www.epa.gov\/green-infrastructure\/what-green-infrastructure\" target=\"_blank\" rel=\"noopener\">green infrastructure<\/a>, and agricultural land while improving and building upon the community\u2019s historic, cultural, and civic assets. These goals can be detailed in the plan\u2019s chapters, directing departments within the local government to implement programs and policies to achieve the objectives of the plan. The plan can also provide a benchmark for progress.<\/p>\n<p>The structure of a steady-state comprehensive plan would be similar to that of a conventional growth-oriented plan. Functional areas such as transportation, economy, housing, and land use would offer guidance to planners and elected bodies in dealing with important infrastructure works and sectoral activities. But instead of a growth-oriented approach to development, steady-state plans would emphasize\u00a0<a href=\"https:\/\/newsociety.com\/products\/9781897408032?_ga=2.13874935.1953701246.1708540777-839181591.1708540777&amp;sitedomain=us\" target=\"_blank\" rel=\"noopener\">qualitative optimization<\/a>\u00a0of each topic.<\/p>\n<p>For example, transportation planners might halt road expansion and focus instead on expanding public transportation and building trails for biking and walking. They might also create, through land-use planning,\u00a0<a href=\"https:\/\/leanurbanism.org\/wp-content\/uploads\/2014\/06\/Khoury_LiveWork.pdf\" target=\"_blank\" rel=\"noopener\">residential\/work nodes<\/a>\u00a0that minimize the need for travel. These efficiencies would be aligned with sustainability goals that aim to reduce energy and carbon emissions.<\/p>\n<h3>Steady Statesmanship, Chapter by Chapter<\/h3>\n<p>The Economy chapter would focus on wellbeing and would adopt\u00a0<a href=\"https:\/\/www.bfs.admin.ch\/bfs\/en\/home\/statistics\/cross-sectional-topics\/city-statistics\/indicators-quality-life.html\" target=\"_blank\" rel=\"noopener\">quality-of-life<\/a>\u00a0objectives in place of measures of GDP. (To be clear, GDP\u00a0<em>could\u00a0<\/em>be used as a\u00a0<a href=\"https:\/\/steadystate.org\/using-gdp-to-estimate-the-limits-to-growth\/\" target=\"_blank\" rel=\"noopener\">measure of environmental impact<\/a>\u2014not quality of life\u2014in which case county leaders would seek to contain it, rather than expand it.) For example, the chapter would expand economic development to include the work of social service agencies. The county\u2019s Economic and Sustainable Development Department would prioritize supporting local business as a means of cultivating real, sustainable prosperity. And a prime focus would be to\u00a0<a href=\"https:\/\/amiba.net\/local-multiplier\/\" target=\"_blank\" rel=\"noopener\">recirculate wealth<\/a>\u00a0by substituting locally-sourced goods for imports.<\/p>\n<p><img decoding=\"async\" class=\"wp-image-229251 aligncenter\" src=\"https:\/\/steadystate.org\/wp-content\/uploads\/Comprehensive-Plan-Elements-300x282.png\" \/><\/p>\n<p id=\"caption-attachment-229251\" class=\"wp-caption-text\" style=\"text-align: center;\"><em>Comprehensive plan elements. (<a href=\"https:\/\/metrocouncil.org\/Handbook\/Planning-Overview\/Local-Planning.aspx\" target=\"_blank\" rel=\"noopener\">Twin Cities Metropolitan Council<\/a>)<\/em><\/p>\n<p>The Housing chapter would prescribe\u00a0<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S266616592030017X\" target=\"_blank\" rel=\"noopener\">compactness of form<\/a>\u2014of housing developments as well as of houses. Goods and services would be provided within walking distance or a short public transit ride. Amenities and services such as garden space, orchards, laundries, and tool shops would be nearby and compact. Building codes would be adjusted to favor using local materials, and to aim at low-impact energy use.<\/p>\n<p>The Land Use chapter would have\u00a0<a href=\"https:\/\/steadystate.org\/discover\/policies\/\" target=\"_blank\" rel=\"noopener\">special importance<\/a>\u00a0in the Comprehensive Plan. Based on\u00a0measures such as ecological services, agricultural use, species richness, watershed protection and other metrics of biocapacity, areas outside those reserved for human habitation would be placed in\u00a0<a href=\"https:\/\/www.nacdnet.org\/\" target=\"_blank\" rel=\"noopener\">Conservation Districts<\/a>. Likewise,\u00a0<a href=\"https:\/\/sustainablecitycode.org\/brief\/adopt-large-lot-and-preservation-zoning-in-rural-areas\/\" target=\"_blank\" rel=\"noopener\">Rural Preservation Areas<\/a>\u00a0would aim to preserve farmland by allowing only low-density human habitation. To further limit expansion, the Plan would include an\u00a0<a href=\"https:\/\/sustainablecitycode.org\/brief\/establish-urban-service-area-3\/#:~:text=%5B1%5D%20These%20areas%20are%20typically,may%20refuse%20to%20do%20so.\" target=\"_blank\" rel=\"noopener\">urban services boundary<\/a>\u00a0and create a\u00a0<a href=\"https:\/\/greenly.earth\/en-us\/blog\/ecology-news\/green-belt-policy-definition-benefits-and-examples\" target=\"_blank\" rel=\"noopener\">greenbelt<\/a>\u00a0of rural land that precludes urban development.<\/p>\n<h3>The Details are in the Data<\/h3>\n<p>Comprehensive plans are the chief guiding documents of a city or county. But clear data and analyses are also needed to guide policy decisions. Preservation of\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Biocapacity\" target=\"_blank\" rel=\"noopener\">biocapacity<\/a>\u00a0is an important goal, but policymakers will need to know the locations of natural areas and farmland, and their characteristics such as biodiversity or agricultural productivity, in order to formulate the proper policies.<\/p>\n<p>Likewise, elected representatives could best advocate for limits if the costs of growth are fully accounted for.\u00a0<a href=\"https:\/\/www.usaid.gov\/energy\/mini-grids\/community\/evaluating-impact\" target=\"_blank\" rel=\"noopener\">Growth impact assessments<\/a>\u00a0that include cost calculations are indispensable. These assessments should include direct costs of infrastructure and services as well as indirect costs including the loss of\u00a0<a href=\"https:\/\/ecology.fnal.gov\/ecosystem-services\/\" target=\"_blank\" rel=\"noopener\">ecological services<\/a>\u00a0and the reduction in biocapacity.<\/p>\n<p>Community\u00a0<a href=\"https:\/\/www.footprintnetwork.org\/our-work\/ecological-footprint\/\" target=\"_blank\" rel=\"noopener\">footprint analyses<\/a>\u00a0that quantify human economic and social demand on the county\u2019s natural capital provide a clear basis for protecting the reserve capital through land preservation and reducing human impact through other policies, such as efficiency measures in building and transportation. Where footprint analysis is not available, county GDP should be used as an\u00a0<a href=\"https:\/\/canadiancor.com\/dr-brian-czech-gdp-as-a-proxy-for-ecological-footprint-14-feb-2024\/\" target=\"_blank\" rel=\"noopener\">indicator of environmental impact<\/a>.<\/p>\n<p><img decoding=\"async\" class=\"wp-image-229245 aligncenter\" src=\"https:\/\/steadystate.org\/wp-content\/uploads\/Riverwalk-300x200.jpg\" \/><\/p>\n<p id=\"caption-attachment-229245\" class=\"wp-caption-text\" style=\"text-align: center;\"><em>Natural capital should be integral to urban planning. Climate action and\u00a0<a href=\"https:\/\/bloomington.in.gov\/sustainability\/action-plan\" target=\"_blank\" rel=\"noopener\">sustainability plans<\/a>\u00a0provide strategies to lessen energy consumption. Local food charters offer ways of expanding the local food economy to protect farmland, provide employment, and provide for county food security. Reports on\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Import_replacement\" target=\"_blank\" rel=\"noopener\">import replacement<\/a>\u00a0and establishing a diverse local economy offer ways to build community wealth by recirculating dollars as an alternative to the wealth building that is presumed to come from continual expansion.<\/p>\n<p>The process of creating a Steady-State Comprehensive Plan will require engaging citizens. Surveys indicate that many citizens see growth and sprawl as a pressing problem, with one poll reporting that 77 percent of Americans see sprawl-driven destruction of farmland and natural habitat as\u00a0<a href=\"https:\/\/www.numbersusa.org\/resource-article\/americans-concerned-about-urban-sprawl\">a major problem<\/a>\u00a0or somewhat of a problem.
